How long should a PSA campaign run?
A PSA campaign should run long enough for outlets to receive and consider the creative, for outreach to build participation, and for the audience to encounter the message. There is no universal duration. An urgent or seasonal message may need a concentrated flight; a continuing health, safety, or service campaign may benefit from several months or recurring waves. PSN recommends a schedule based on the objective, available assets, outlet behavior, budget, and measurement window.
Match the timeline to the message
A deadline-driven campaign should begin before the action date and emphasize timely market outreach. A year-round resource can support sustained promotion and periodic creative refreshes. A national program often needs more time than a single-market launch because outlets adopt PSAs at different points and donated inventory changes.
Allow for campaign setup
The schedule includes more than on-air dates. Asset approvals, captions, versions, technical checks, distribution, and monitoring setup all precede launch. Stations may need time to review the content and load it into their systems. Build in lead time for outreach and for resolving any format or clearance issues.
Plan outreach in waves
One send is rarely the whole program. A launch notice, targeted calls or emails, follow-up to promising outlets, and re-promotion around relevant dates can help increase participation. PSN uses reporting during the campaign to identify stations and markets that warrant more attention. Creative refreshes can keep a continuing message relevant, subject to client approval.
Set a measurement period
Choose how long to track after distribution, how frequently to review results, and when to issue the final report. A campaign can have an active outreach period followed by a longer monitoring period because an outlet may continue to use approved content. State any expiration date or restrictions clearly so stations know when the creative should stop airing. Its preferable to offer stations no limitations on the use of the PSA content which means the content is “evergreen” and may be used on an “unlimited basis in perpetuity.”
What should trigger a change?
Consider changing the plan when a deadline moves, the call to action changes, creative becomes outdated, participation is low in priority markets, or response data shows that the audience needs a different message. Document the revised assets, dates, outreach, and measurement assumptions.
